Overview

Under the Direction of the Laboratory Manager and Pathologist Director, supervises, coordinates, and evaluates the system and personnel responsible for the collecting and processing of specimens to obtain accurate and precise data for diagnosis and treatment of disease; consults with  Laboratory Manager and Pathologist Director regarding compliance with rules, regulations, standards and changes in test procedures, billing issues, new  test methods and issues to be presented to Medical Staff; under Direction of Laboratory Manager, oversees administrative, fiscal, and technical activities of the laboratory to ensure the efficient operation of laboratory and all areas under the supervision of the laboratory.

 

  1. Immediate supervisor to laboratory staff for issues related to lab processes.
  2. Assures that the Laboratory is CLIA certified and meets CLIA regulations.
  3. Under the direction of the Lab Manager, manages the department's administrative and financial functions according to established procedures.
  4. Under the direction of the Lab Manager, prepares operating budgets.
  5. Makes recommendations for the capital budgets.
  6. Recommends the purchase of department equipment and supplies.
  7. Responsible for Joint Commission accreditation and other credentialing agencies.
  8. Presents laboratory facilities to Joint Commission representatives.
  9. Participates in new facility and renovation projects related to the Immediate Response Lab.
  10. Supervises the department's continuing education programs and orients new staff to the department and facility.
  11. Facilitates meetings of laboratory staff.
  12. Attends hospital administrative meetings as appropriate.
  13. Responsible for the preparation of reports, payroll records, and other statistical data (critical INR, glucose <50, % susceptibility, daily counts, CDC reports), as required.
  14. Participates in the development of systems for recording and reporting patient test results.
  15. Responsible for the evaluation of personnel in accordance with performance standards in chemistry, serology, hematology, coagulation, urinalysis, and blood bank.
  16. Supervises the processing and charging of laboratory tests to include charge corrections.
  17. Addresses complaints regarding laboratory functions and works with supervisor/manager and appropriate personnel to resolve them.
  18. Communicates the availability of new laboratory functions throughout the hospital and assures new analyzer implementation studies are completed and approved.
  19. Maintains established hospital and departmental policies, procedures and objectives.
  20. Assures care and maintenance of departmental equipment and supplies; develops an inventory system; oversees cost control measures in the utilization of department supplies, materials and equipment.
  21. Maintains all required records, reports, statistics, logs, files and other documents as required.
  22. Verifies the test procedures performed and establishes the laboratory's test performance characteristics, including the precision and accuracy of each test and test system.
  23. Maintains professional growth.
  24. Participates in interdepartmental team projects for improved clinical environment.
  25. Prepares staffing schedules to assure adequate personnel to meet the needs of the workload and addresses immediate staffing issues.
  26. Responsible for quality assurance and quality control programs, including ABGs in the Respiratory Department and ACT/O2 in the Cath Lab.
  27. Assures that the admission, discharge and billing process within the laboratory is performed with accuracy and completeness and that when submitting claims to government funded healthcare agencies that applicable rules, regulations and guidelines are followed.
  28. Interviews applicants for employment and communicates with Lab Manager and Human Resource office regarding staffing needs.
  29. Participates in administrative task force, committees, and teams, as requested.
  30. Prepares Performance Improvement and Blood Utilization reports and presents to committees as appropriate.
  31. Under the direction of the Lab Manager, enrolls and participates in an HHS approved proficiency testing program commensurate with the services, signs attestation statements, and assures reports and corrective actions are reviewed by pathologist.
  32. Assures that the laboratory staff achieves hospital and departmental orientation, competency and annual evaluation in a timely manner.
  33. Assures safe work practice and conditions and takes appropriate action to correct, train and/or enforce.
  34. Assures review of initial and annual employee competency testing per CLIA requirements.
  35. Maintains competency in all laboratory departments.

Qualifications

  • Minimum: B.S. degree in Medical Technology, or chemical, physical or biological science and 4 years training/experience in high complexity testing in the respective specialty/subspecialty.
  • Registered by ASCP preferred.
  • Competency of components of laboratory technology, as appropriate.
  • Good general condition.
  • Verbal ability to communicate with patients and other clientele instructions and other information.
  • Numerical ability to calculate by formula.
  • Form perception, color discrimination to perform specific lab tests.
  • Dependable.
