Overview

Manage Departments of Plant Engineering, Maintenance, Security, Biomed, and Environmental Services. Plan, organize, direct, and control the facilities management functions of the hospital, including but not limited to planning, design, construction, alteration, operation, maintenance, and disposal of plant facilities and equipment. Establish goals, objectives, standards of performance, develop and implement operating policies and procedures; interpret policies, standards, regulations, and codes to personnel.

Responsibilities

• Develop, implement, administer, and modify programs to maintain the physical plant, grounds,
and equipment of the hospital through effective utilization of personnel and materials.
• Plan, organize, direct, and supervise the functions and activities of facilities management, engineering, biomed, security, and environmental services.
• Coordinate functions and activities to achieve objectives and comply with regulatory requirements.
• Keep administration informed of activities, needs, and problems.
• Establish and implement policies and procedures for department operation.
• Establish standards of performance and productivity.
• Establish a preventative maintenance, quality assurance, and safety programs in cooperation with
quality assurance and risk management personnel.
• Consult with administration and fiscal services concerning department budget, major purchase
priorities, major construction projects, renovation, and similar projects requiring large capital
expenditures.
• Prepare annual capital and expense budgets and ensure the department operates within
allocated funds.
• Monitor hospital’s annual capital equipment budget in conjunction with administration and fiscal
services for disposal and disposition of equipment replacements.
• Assist in the development of annual facilities project list.
• Evaluate and approve or disapprove equipment acquisitions included in annual capital equipment
program prior to procurement by purchasing department.
• Maintain appropriate records and statistics for administrative and regulatory purposes and
supervise maintenance of complete and accurate records of time charges.
• Review, evaluate, and monitor work schedules, work flow, work hours, and duty assignments of
personnel and effect changes as needed.
• Promote good employee relations and solve department problems.
• Provide in-service and continuing education for department staff.
• Promote and encourage professional growth and development of personnel through attendance
at in-services, workshops, seminars, etc.
• Review accident reports and take appropriate action.
• Promote intra and inter-department cooperation.
• Direct and maintain plant engineering capability of hospital.
• Develop systems for control and efficient and effective utilization of all utilities such as gas, water,
and power.
• Confer with utility companies, city and state inspectors, and insurance companies regarding
functional activities.
• Participate in insurance inspections and claims.
• Establish preventative maintenance schedules
• Periodically inspect buildings, grounds, and power plant, evaluate condition and needs and take
or recommend corrective measures.
• Take immediate action to correct deficiencies and stop any unsafe activity that will cause personal
injury and/or property damage.
• Oversee state, OSHA, and insurance carrier safety engineers on hospital inspections.
• Develop and implement a parking control program.
• Maintain an adequate reference library of manuals and tests accessible to department personnel.
• Maintain professional growth and development to keep abreast of the field by maintaining
professional affiliations, attending conferences/seminars, and conferring with other plant services
directors.
• Carry out other responsibilities as required.

Qualifications

Education Required: Bachelor's degree in civil, mechanical, or electrical engineering, or equivalent education such as Associates degree and Certified Hospital Facilities Manager

 

Experience: Five years experience, preferably in hospital facilities management. PE registration desirable. Sufficient previous progressively responsible experience. Comprehensive knowledge of federal, state, local standards and codes, and requirements of regulatory and accreditation agencies; standard operating procedures for plant operation; budget development, control and direction; personnel management; work standards for skilled personnel; material and equipment suppliers.
